Practice Focus
Bill was Sheehan Phinney’s president and managing director until January 1, 2006. He has been a member of Sheehan Phinney since 1972 and presently concentrates his practice in the areas of municipal tax exemption and abatement and municipal and state construction project permitting and health care permitting. He has an active transactional and litigation practice with particular emphasis upon the real estate development and health care fields. He is frequently asked to contribute articles on emerging health care and municipal regulatory law topics by trade publications.
- Successfully represented an electric power-generating company in a regulatory dispute with a municipality. On December 30, 2005, the result was a precedent-setting Supreme Court decision for the application of the preemption doctrine to air quality laws.
- Prevailed in a Superior Court action in 2005 against a municipality on behalf of a low-income housing developer, challenging the validity of discriminatory zoning provisions.
- Prevailed in a 2006 Board of Tax and Land Appeals action on behalf of the Diocese of Manchester concerning the exempt status of vacant churches.

Bill is admitted to practice law in Massachusetts and New Hampshire and holds membership in both states’ Bar Associations.
Community Involvement
From 1989 to 1992, Bill served on the School Board in the Town of Amherst, NH. He has maintained long-time commitments to several other local organizations, participating, in particular, on the Amherst Recreation Commission (1988-2005) and on the Amherst Historic District Commission (1987-2005). In 2007 Bill was appointed to the Hillcrest Terrace Board of Trustees, as well as the United Way Campaign Cabinet.
